Case Study: U.S. Air Force

Elmendorf Military Family Housing Maintenance
Andrews Group was awarded this maintenance contract for 1600 Air Force housing units and given four short days to take over operations from the previous contractor. It soon became clear only been minimal exterior maintenance activities had occurred during the previous five years. AG also had just eight weeks to accomplish tasks that generally occur annually due to the timing of yearly base inspection tours in Alaska. During the first six-week period, over $250,000 of exterior maintenance was performed and the company helped Elmendorf AFB revise the Work Statement using “Best Commercial Practices,” the first of its kind in the Pacific Air Force Command (PACAF). The nine month emergency procurement was performed on an accelerated basis for 3.2 million dollars.

King Salmon Air Force Base
Andrews Group was the major subcontractor on the King Salmon Base Operations Support contract with responsibility for food service, building maintenance, grounds keeping, warehousing, supply, computer support, logistics and administration. AG, as a subcontractor to the Prime, took over this contract from the military to perform these services.

The King Salmon contract was a huge challenge. With a very small crew, the partnership performed all of the routine facility maintenance at this base. The partnership also provided the infrastructure for larger maintenance teams deploying to King Salmon for major real world deployments, major exercises and projects such as installation Repair and Preservation. Beyond the facility maintenance operation, AG's responsibilities included the USAF side of the King Salmon Airport where the partnership recovered, refueled, loaded/unloaded aircraft, launched aircraft and operated the aircraft arresting barriers during emergency landings, and provided fire suppression support.

ALCON Services Group
The SABER (Simplified Acquisition of Base Engineering Requirements) contract is an Air Force method of including all small construction projects (under $300,000 for each project) under one umbrella. ALCON successfully performed on fire suppression work, corrosion control, installation of a fire sprinkler system, installation of work in coolers, renovation of HVAC systems and other projects over the past several years.

ALCON's winning proposal wa based on lower cost and higher quality services to the Air Force than the 10-year predecessor contractor. ALCON's program manager was quick to respond through heavy use of local small business subcontractors. Initial orders under this contract did not reach the level the government originally projected, but minimal overhead staffing allowed project to be profitable from the first year. The contract grew from $2,000,000 in revenue the base year to over $10,000,000 annually the fifth and final year.
